William Hoker

Vice President, International Business Development, APIC and PhotonIC Corp.

Capt. Hoker, USN (ret.), brings three decades of global operational experience to PhotonIC Corp., where he is currently spearheading efforts to transition the groundbreaking optoelectronic technologies developed by APIC Corporation, PhotonIC’s sister entity, to the commercial sector. In his concomitant role at APIC, he has been instrumental in forging alliances with key government agencies within the Department of Defense, including the Defense Advanced Research Projects Agency (DARPA) and the Naval Air Systems Command (NAVAIR), to adapt these proprietary technologies for use in advanced military systems. This has resulted in a series of programs that have dramatically enhanced the capabilities of military and avionics platforms while significantly lowering their size, weight, and cost.

Before joining APIC and PhotonIC Corp., Capt. Hoker served as liaison to the U.S. Navy for DARPA, where he led efforts to connect potential Navy users with advanced maritime technologies, including highly integrated photonics. Earlier, he commanded the USS Valley Forge and Destroyer Squadron 7.

Capt. Hoker received a bachelor’s degree from the United States Naval Academy and holds master’s degrees in operations research and national security from the Naval Postgraduate School and the Naval War College.
